There is no direct local train line that connects Nagano Station with Takasaki Station. In order to use local trains to travel between the two, you have to make at least 3 transfers and ride a bus, which costs roughly ¥ 2,700 and can take anywhere from 3-4 hours depending on wait times. For these reasons, we recommend using the Shinkansen instead.
